While the planning process is the initial step of PPBE, the OSD Program Objective Memorandum (POM) process is the second step in that process. What is a Program Objective Memorandum (POM)?
A POM is a document produced by the various components of the U.S. Department of Defense (DoD) that outlines their program plans for the next several years, given expected resources as constrained by the Secretary of Defense.
When is the POM created in the Planning, Programming, Budgeting and Execution (PPBE) process?
The POM is created during the Programming phase of the PPBE process. It provides detailed proposals for what each DoD component plans to do in the future and is aligned with the strategic objectives set during the Planning phase.
What information does the POM typically contain?
